To answer your question, no it isn't. The parliament voted against an article that let married men take second wives without the consent of the first, And for another article (ironically from the same bill) that allowed women to become judges. So yea, that's a setback for Islam.
By the way, of the seven who voted against it, three were religious minorities, (Jew, Christian, Assyrian). So over all only four voted against it.
And people in Iran are not leaving Islam. They have just become less religious than before. Partly due to the backlash of this regime's behaviour.
There is no punishment of death for apostates in the Qur'an. Rather, the Qur'an often commands the Messenger and Muslims to 'forgive and overlook', 'you were not sent to manage the affairs', 'to me my way and to you, your way,' etc.
The first few ayat you gave were mangled and out of context. They are an order to defend against persecution/oppression.
2:190. Fight in the cause of Allah those who fight you, but do not transgress limits; for Allah loveth not transgressors.
2:191. And slay them wherever ye catch them, and turn them out from where they have Turned you out; for tumult and oppression are worse than slaughter; but fight them not at the Sacred Mosque, unless they (first) fight you there; but if they fight you, slay them. Such is the reward of those who suppress faith.
2:192. But if they cease, Allah is Oft-forgiving, Most Merciful.
2:193. And fight them on until there is no more Tumult or oppression, and there prevail justice and faith in Allah. but if they cease, Let there be no hostility except to those who practise oppression.
Here again, the subject is defense. This is a description of the meeting of a hostile force, looking to wipe out the muslims, specifically at Uhud.

9:28. O ye who believe! Truly the Pagans are unclean; so let them not, after this year of theirs, approach the Sacred Mosque. And if ye fear poverty, soon will Allah enrich you, if He wills, out of His bounty, for Allah is All-knowing, All-wise.
9:29. Fight those who believe not in Allah nor the Last Day, nor hold that forbidden which hath been forbidden by Allah and His Messenger, nor acknowledge the religion of Truth, (even if they are) of the People of the Book, until they pay the Jizya with willing submission, and feel themselves subdued.
These two ayat are an injuction to protect the precinct of the Sacred Masjid from attack and deal with hostile groups, not just anyone. Before this, the Makkan pagans were administering the Sacred Masjid. They weren't about to let it go, along with the profits it brought them.

The context of the verse is during battlefield, In order to understand the context, we need to read from verse 1 of this surah. It says that there was a peace treaty between the Muslims and the Mushriqs (pagans) of Makkah. This treaty was violated by the Mushriqs of Makkah. A period of four months was given to the Mushriqs of Makkah to make amends. Otherwise war would be declared against them.
Holy Quran Surah Taubah 9: 6 gives the answer to the allegation that Islam promotes violence, brutality and bloodshed. It says:
';If one amongst the Pagans ask thee for asylum,grant it to him, so that he may hear the word of Allah; and then escort him to where he can be secure that is because they are men without knowledge.';
